Those are the companies you must avoid at all cost. Also because those companies also post ghost positions. They do that in order to fool the system and reduce their taxes.

I haven’t figured out how a company can charge to find work POSSIBILITIES when that person needing work has no money to waste. It seems like it should be a structure where they make their money from corporations needing work that want to find candidates instead.
